Why would the administration not plan to move the election up to August or September and foil any plans al Qaeda 'may' have to disrupt the election in November? I'll answer -- because George W Bush would not win. The Bush administration needs another attack on the United States to boost Bush's ratings, and thus, secure his second term over John Kerry (D-MA.)

Tom Ridge's department of Homeland Security is seeking legal steps to postpone the election and "it's excessive based upon what we know," Jane Harman (D-CA) told CNN's Late Edition.
For the second time since May, Ridge warns that Osama bin Laden and his al Qaeda organization plan to attack the United States in order to disrupt the election. However, Harman says Ridge is operating with outdated information.
Homeland Security asked the Justice Department to find legal steps necessary if an attack occurred on the day before the election, but DeForest Soaries, chairman of the U.S. Election Assistance Commission asked Ridge to push Congress to give Soaries the power to call off the election, using the same reasons that New York's Board of Elections suspended elections on 11 September 2001 after al Qaeda attacked New York City.
Doomsday scenarios are not what we expect to happen, Christopher Cox (R-CA) told CNN, however "we are preparing for all these contingencies now," he said.
Voters should be outraged that a democracy would discuss an election delay under any circumstance. If anything, the election should be moved up. However, let it be said, we are forewarned there might be an attack and yet no specific information is given, we were told that the CIA operated on misinformation before the United States invaded Iraq, Osama bin Laden is still at large, and the recent polls show Kerry stands a chance of winning should the election be held tomorrow (13 July 2004.)

If al Qaeda attacked the United States again, and elections were postponed, the rallying cry around Bush to flap flags on automobiles a second time in four years will certainly ensure his popularity as a patriot and thus his re-election.
